What is your opinion on moving some of the board's roles and responsibilities to the Superintendent?

I am not privy to why and what the current board is doing on this issue. I would not relinquish any roles or responsibilities that prevented me from managing my employee, the superintendent. You do not put the fox in the chicken pen without a collar. Any actions by a prior board that prevented me from my responsibilities as delegated to me by the legislator, would be reviewed and if necessary, restored.

The school board's role is very specifically defined by the law that created the consolidated school district. I have actively opposed the recent actions of the school board to delegate their duties to the superintendent role.
That said, the school board's policy manual does need to be cleaned up. That is the job of the school board, and they have a committee to work on that."

I think that should absolutely be up for discussion. We have seen a revolving door of Superintendents who have been denied the time and space to initiate their ideas. They are so often removed by the very people that voted them in for reasons that are not transparent.

The Superintendent and the board should work collaboratively and not in silos. The Superintendent should feel autonomy and authority in enacting the vision, goals and policies set forth by the board.

The board should not move its responsibilities to the superintendent. The board should, however, allow the superintendent to do their job and focus it's attention on the goals, community values, policies and ensuring the budget matches the plan. Focus is incredibly important. If a person in a job focuses on everyone else responsibilities, there is no time left to be effective in what they are charged with doing. What is prioritized changes. If everything is prioritized, then there are no priorities.

I think it is incredibly dangerous. The board is the body which is accountable to the public. It is the safety net that has a built in course correction that is an election. Giving any one person too much control is dangerous.

I think the new proposal that is coming from the Council of Great City Schools is irresponsible and problematic. It is a newer program that has not been proven to be effective and goes against the job of the School Board. The board should develop policies and it is the job of the Superintendent to enact those policies through administrative rule. We should never hand off policy decisions to a single person, that sets a dangerous precident.

"It’s unclear to me what roles and responsibilities the board wants to transfer to the Superintendent. I’ve asked for specifics from the school board members, however, they are unresponsive. The school board needs to maintain its responsibilities by law, listen and communicate parent and community concerns, and work with the superintendent to accomplish goals that improve student achievement and school climates. To maintain trust between the board, district, community, and superintendent, there was be open, honest, and transparent communication. Unfortunately, the trust level in CCSD is unacceptable and will need attention from new board members.
