Question #11
What do you see as the board's roles and responsibilities?
Doyle Costello District #1
The board is in charge of the budget, holding CCSD leaders accountable, and working closely with all schools to make sure that they provide education for all.
Keith S. Gryboski District #1
To hire and manage the district’s superintendent. They work for the board. At the same time, the board must be a presence in the community. It cannot take everything it is told to them by the superintendent and their staff as the truth to the matter. There must be a line of communication developed between the board, teachers, and parents. Checks and balances at every level.
Elizabeth Moffly District #2
Board members are accountable to the taxpayers and with that is the oversight of the district superintendent to follow board policy and keep the board informed at all times.
Sarah Shad Johnson District #2
One of the school board's most important role is hiring and overseeing the superintendent. That is a timely issue now, since a new superintendent search has been planned but not yet started. The new school board will need to carry out that search in a very transparent way.
Policy-making is another big responsibility. The school board is also charged with reviewing the current policies to make sure they are up-to-date and relevant. Policy is the way the board directs the superintendent, so it is a critical board function.
The board also is in charge of approving the budget, improving the educational program, approving capital plans, and hearing appeals from decisions made by the constituent boards and, in some cases, the superintendent.
Representing constituents on all of these decisions is the overall responsibility, and I am hopeful that single member districts will lead to more authentic representation.
Seana J. Flynn District #2
I believe the board should accurately represent the community it serves. They have a duty to act in the best interest of EVERY student. I would suggest focus groups that include students, teachers, administrators and parents/guardians. This would allow schools from across the county to have a defined path that allows for input. The Board should be charged with the mission of keeping politics out of the education arena. It is crucial that all board members maintain a non-biased, nonpartisan approach to decision making. Balancing the budget needs to be done with the students in mind, "are we ALL getting the best bang for the buck?" Hiring a Superintendent needs to be a decision based on what's best for the long haul not what looks good today. By the same token, terminating a Superintendent needs to be a full disclosure decision. I believe the school board has lost the trust of the very people that placed them. Trust must be regained.

The board role is to set the tone for high expectations around academic progress through effective goal monitoring and an unwavering focus on it. In addition to setting policy and the budget, the board also sets a tone for the culture of the district. It all flows down - bad behavior in the higher offices will lead to poor working conditions for everyone. We have a culture of blame, but we need one that prioritizes high expectations and collaboration to achieve our goals.

The board should be a body that both works with the district and holds it accountable. The board should protect public education, and provide transparency to the community. True transparency. The board should push the district to that same level of transparency. The board should hold itself accountable. The board should be more focused on true education and less focused on test scores. The board should be focused on providing support when our schools ask for it.
